Are those side 'thingys' below the lifeboats new too?

I've been trying to think of a word to describe them as well , they are a kind of 'bumper' for berthing but just on the starboard side on Inishmore .

I just looked at making a booking with Irish Ferries on the Dover - Calais route for a friend. Not sure they're going to get much business..£30 more than P & O and £20 more than DFDS, at more irregular times because of only 1 ship operating. Not sure why anyone would pay the extra for less frequency?
